  • The geometric form and disposition, the architectural articulation of the structural frames, the visual expression of functions and spaces, and the streamlined circulation pattern are the means to express strength and sturdiness through clarity in design.

    This characteristic is reflected in the internal environs exemplified through straightforward and well-defined spatial planning. The unornamental language of the interior architecture serves the purpose for a clean aesthetic.

    Minimal pallet of materials are employed to define various planes and volumes, exemplified the sense of strength and clarity of the architecture.

    (a) The High Block including:-

    (i) the Civil Service College (“CSC”) including training facilities, office accommodation and other ancillary facilities

    (ii) a Government Retirees’ Resource Centre

    (iii) families and dental clinics for Civil Service Eligible Persons

    (iv) Staff Development and Training Section of Social Welfare Department (“SWD”)

    (v) Contingency Office floor area

    (vi) Communal facilities

    (b) The Low Block including:-

    (i) a District Health Centre

    (ii) a Gerontechnology Exhibition Centre

    (iii) a Care Professions Training Institute

    (iv) an art gallery for artists with disabilities

    (v)re-provision of existing Shine Skills Centre

    (c) In-situ re-provisioning of the existing PTI including:-

    (i) minimum of 8 pickup / set down bays and 5 stacking bays for 12.8-meter 3 axle franchised buses

    (ii) 2 green minibus (GMB) bays and 1 red minibus (RMB) bay

    (iii) Bus regulator offices and restrooms with toilet facilities

    (d) Re-provisioning of the existing public toilets in the existing PTI

    (e) Provision of parking and loading/unloading facilities
